The Comission of the National System of Certification of Labour Competences - ChileValora, was established as a decentralised public service connected to the Presidency of the Republic via the Ministry of Employment and Social Security.
The establishment of ChileValora dates back to 2008, when the National System of Certification of Labour Competences was created by Law N°. 20.267. The legislation aimed to stimulate the formal certification of individuals’ labour competences. This, irrespective of the way in which they have been acquired and whether or not they have an academic degree granted by formal education, in accordance with the provisions of Law N° 18.962.
Currently, ChileValora measures and validates mainly work-based non-formal and informal learning and is targeted at people with few or no formal qualifications in order to improve job mobility, employability and provide access to formal learning at Government Technical Education Centres.
Competence assessment is overseen by the Comission and it is carried out by Centres for Labour Competency Evaluation and Certification and is based upon agreed occupational profiles defined by sector bodies. There are currently 34 accredited Centres for Labour Competency Evaluation and Certification, which are selected by ChileValora.
Occupational profiles are developed and approved by tripartite sectoral bodies, through a rigorous process based on Social Dialogue and are formally entered through a legal act in a public Catalogue of Labour Competences, that is linked to the Qualification Framework for Labour and Training Certification. This ensures transparency and helps to foster trust in the system. Successful candidates gain certification and their details are entered in a Registry of Certified Persons, a publicly available database. To date, more than 100,000 people have received a certificate through this measure, and the number of cases increases annually.
My presentation will focus in the validation processes that the system must ensure, for a successful recognition of prior learning. This involves presenting our products and each of the steps taken previously and after an evaluation of labour competence and the legal aspects associated to these.

Silvia Ruz is a Social Psychologist from the University of Helsinki, Finland. She holds a Master’s degree in Applied Social and Organizational Psychology from the University of Santiago (Chile) and is an expert in Labour Competences and Training.
While in Finland between the years 1998 and 2001 she worked at the International Organization for Migration as a Program Coordinator for the Baltic Region in technical assistance projects of ascension to the European Union in migrant policies, as well as in educational and gender issues. Once back in Chile, for the past 10 years, she has worked in the private and public sectors, leading high social impact projects, related to quality standards in educational processes, training and skills development.
Currently, she is the Head of the Skills Unit of National System of Certification of Labour Competences, ChileValora. Her Unit carries out functions related to the development of National Competency Standards and Occupational Profiles (recognition, validation and accreditation of prior learning), required in the various sectors of the economy, through methodologies and approaches that include the application of a National Qualification Framework and tripartite agreements.
