The validation of the results of prior learning is emphasised greatly by the Korean lifelong learning policies. Based on the systems of the Academic Credit Bank and the Bachelor's Degree Examination for Self-Education, the various individual learning experiences are validated and linked to credit recognition and degree acquisition. Since the 1990s, about 700,000 learners have achieved higher education degrees through these systems. VPL has helped increase of learning opportunities for adult learners - in particular the disadvantaged - and produced social benefits. However, it still shows limitations, including a wide gap in the learning and VPL participation of learners depending on their socio-economic background. A number of surveys reveal that rather than being restricted to the disadvantaged, most adult learners are under economic pressure to participate in learning. Given this, the Korean government pays more attention to ease the financial burden of individual learners and implements policies, such as the Job Skills Development Programs under the Employment Insurance System, and the Lifelong Education Voucher. This presentation aims to explain the development of VPL systems in Korea, focusing on the financing scheme, and share the lessons learned that can help other countries establish systems to ensure access to learning and VPL for all groups in society.
