Skills development in the working life
The project is a part of the Norwegian National Skills Policy Strategy 2017–2021.
One of the measures proposed in the strategy is “to make it easier to document skills acquired at work, so that they can be utilized more efficiently.”
Comprehensive and systematic skills development takes place in working life, but there is generally little knowledge and understanding of what types of skills are acquired through this development.
«A balancing act» is a model and a method that makes it possible to describe skills acquired in the workplace, so that they can be understood in a wider working life context as well as in the formal education system.
THE BALANCE MODEL: We believe that all skills necessary in today’s workplace can be described into three pairs of balance points: • People – Technology • Flexibility – Routines • Pace – Presence
THE FOUR-STEP METHOD: Step 1: Identification of skills - Step 2: Key skills - Step 3: Learning outcomes - Step 4: Standards/Qualifications, offering a simple and systematic way of using the balance model in practice – in an individual business, a chain of businesses, a sector, or on an individual basis.

Skjerve is a senior policy advisor in Virke since 1999. He's been working in the field of skills policy for many years, particularly on skills match, lifelong learning strategies, the social partners’ role in education and training systems, and the cooperation between business and academia. He is representing Virke in several national committees in the skills policy domain.
Skjerve was a senior expert in Cedefop (The European Centre for the Development of Vocational Training) 2006-2009, working particularly on qualifications and development and implementation strategies of European instruments for lifelong learning.
Skjerve was appointed by the European Commission as member of the ESCO Board and the European ECVET-Team. He is member of Eurochambres' People Committee.
