Preparation of the Legal Foundation for Validation of Non-Formal and Informal Learning (VNFIL) in Macedonia

Legal Foundation of Validation
The establishment of the legal framework for validation in Macedonia is in its final phase. In the previous year, the working group for legislation in the field of validation was actively working on the regulations for VNFIL arrangements in the country. Still, there is no specific law, but validation is regulated in the other already-existing laws and by-laws.
The process for establishing the VNFIL arrangements started in 2014, as a mutual initiative of the Adult Education Center (governmental policy-making agency for Adult Education), and the European Training Foundation (ETF). Since then, several relevant legal and strategic documents were adopted, and several national institutions are taking steps in the line of the Council Recommendations on validation from 2012. Priorities linked with validation processes has become an integral part of the National Strategy for Education 2018-2025 and of other relevant strategies. A lot of training for different target groups were organized, and other preparatory activities were conveyed – as were necessary for the process of policy making and legislation in this field. At the same time, the Adult Education Centre has been working on awareness-raising at different levels, including with the government institutions and stakeholders relevant for establishing the legal acts in the country. All of these initiatives ensured the foundations to start the preparations for the legal framework for VNFIL.

Dr Maja Korubin Kjorluka is Head of the Unite for Validation of Non-Formal and Informal Learning in Adult Education Center (governmental policy making agency for adult education), in Macedonia. She has been working in education policy issues, more concretely in the field of adult and non-formal learning, since 2007 and is a pioneer in the process of establishing the validation arrangements in the country. Dr. Korubin Kjorluka is member of Steering Comity of Adult Education Center, Coordinative Body for Establishing VNFIL System, NQF Sectoral Commission, as well as many other relevant bodies in the field of education. As a responsible for accreditation of programs for non-formal adult education, she’s been working on policy regulations in this field. Currently she is facilitating the process of establishing the national legal foundations concerning VNFIL.
Also, Dr Maya Korubin Kjorluka is Assistant Professor of Psychology at the University American College Skopje. She received her BA, MA and PhD from Ss. Cyril and Methodius University in Skopje, Department of Psychology. Her primary research and teaching interests include positive human functioning and flourishing. She focuses more on the effects of interaction of positive experiences (happiness, life satisfaction, self-efficacy) and enduring psychological traits.
